On the issuance of private visas for persons who share traditional Russian spiritual and moral values

In accordance with the Decree of the President of the Russian Federation No. 702 of 19.08.2024 ‘On Providing Humanitarian Support to Persons Sharing Traditional Russian Spiritual and Moral Values’ (hereinafter - the Decree), the persons mentioned in paragraph 1 of the Decree may be issued single entry ordinary private visas for a period of up to 90 days.

The said visas are issued for entry into the Russian Federation for the purpose of subsequent application to the Ministry of Internal Affairs of Russia for a temporary residence permit (RVP) without taking into account the quota approved by the Government of the Russian Federation and without submitting a document confirming proficiency in the Russian language, knowledge of the history of Russia and the basics of its legislation.

Foreign citizens of countries included in the list of foreign states and territories implementing policies that impose destructive neoliberal ideological attitudes that contradict the traditional Russian spiritual, moral and legal principles.

 traditional Russian spiritual and moral values, approved by Order No. 2560-r of the Government of the Russian Federation dated 17 September 2024: Albania, Andorra, Andorra, Australia, Austria, Bahamas, Belgium, Bulgaria, Canada, Cyprus, Denmark, Germany, Greece, Iceland, Ireland, Italy, Latvia, Lithuania, Liechtenstein, Luxembourg, Malta, Spain, Great Britain (including the Crown Dependencies of the British Crown and British Overseas Territories), Micronesia, Monaco, Montenegro, Netherlands, New Zealand, Norway, Poland, Portugal, Republic of Korea, Romania, San Marino, Northern Macedonia, Singapore, Slovenia, Spain, Sweden, Switzerland, Taiwan (China), Ukraine, United States of America.

To obtain the said visa, the following documents must be submitted:

application of a foreign citizen or stateless person;

a valid passport of a foreign citizen with at least 2 blank pages for visas, valid for 6 months from the date of expiry of the visa;

completed, printed and signed by the applicant visa application form https://visa.kdmid.ru;

one photograph (size 3.5x4.5 cm, on a white background with a clear image of the face in full-face, without glasses with darkened glasses and without headgear, except for citizens who, due to their nationality or religion, are depicted in headgear in the passport photo);

health insurance policy;

a permanent residence permit in Poland (for citizens of third countries on the above list).

In order to avoid unforeseen difficulties when submitting documents to the territorial body of the Ministry of Internal Affairs of Russia for a residence permit without taking into account the quota approved by the Government of the Russian Federation and without submitting a document confirming knowledge of the Russian language, knowledge of the history of Russia and the basics of legislation before entering Russia, it is necessary to obtain a document confirming the presence (absence) of a criminal record from the competent authorities of the Federal Republic of Germany or in the country of one's citizenship. This document must be apostilled or legalized.

According to the requirements of the Russian Ministry of Internal Affairs, it must be submitted in the original with a translation into Russian (all pages, all marks, stamps, seals, etc.), the correctness of which or the authenticity of the translator's signature must be notarized by an authorized employee of the RCPU or a notary in the territory of the Russian Federation.

If the above-mentioned requirements are not met or if, on the date of submission of an application for a residence permit under the Decree, more than three months have passed since the issuance of a document on the existence (absence) of a criminal record, a foreign citizen may be refused to accept the application.

In addition, the mandatory conditions for obtaining a residence permit are:

- Submission within 30 days from the date of entry into the territory of the Russian Federation to the territorial body of the Ministry of Internal Affairs of Russia of medical documents confirming the absence of the fact of the use of narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances and infectious diseases that pose a danger to others, as well as a certificate of absence of HIV infection.

These medical documents and certificates are issued based on the results of medical examination in medical organizations located in Russia in accordance with the procedure approved by Order of the Ministry of Health of Russia No. 1079N dated 19.11.2021. If there are valid reasons, the said documents may be submitted at a later date, but not exceeding 30 calendar days from the date of elimination of valid reasons;

- undergoing state dactyloscopic registration and photographing at the territorial body of the Ministry of Internal Affairs of Russia at the place of issuance of a residence permit under the Decree;

- payment of the state duty in the amount established by par. 22 p. 1 of Art. 333.28 of the Tax Code of the Russian Federation prior to the issuance of a residence permit.

Please note that before applying for a visa a foreign citizen must be interviewed at the consular section of the Embassy.

The decision to issue a visa is made based on the results of the interview and consideration of the written application.
